E-Bike and E-Scooter Safety in Hoffman Estates
Hoffman Estates is experiencing a rapid increase in the use of E-bikes and E-scooters, particularly among young people. To help maintain a safe and reliable transportation system for all residents, the Village has recently updated local ordinances. We encourage everyone to review these changes and stay informed, as safety and awareness are essential to keeping our community moving responsibly.

Definitions for Class 1, Class 2, and Class 3 E-Bikes into Village Code
Low-speed electric bicycle: A bicycle equipped with fully operable pedals and an electric motor of less than 750 watts that meets the requirements of one of the following classes: All electric bicycles must have a label showing wattage, top speed and class of e-bike.

Regulations for Low-Speed Electric Bikes

Sec 11-1314 (c)
- Must be 16+ to operate Class 1, Class 2, or Class 3 E-bike.
- All Class 1 and Class 2 E-bikes shall be permitted to operate in the same designated streets, paths, and locations as other bicycles.
- Class 3 E-bikes are only allowed on the street.
State law prohibits E-bikes on sidewalks.

Regulations for E-Scooters
Sec 11-1314 (d)
- No low-speed E-Scooters are permitted on State highways, Village streets, sidewalks and paths. They are only permitted on private property with permission of the owner.
- Electric scooters are prohibited on Village sidewalks and paths. They are allowed on the street in the same location as bicycles in compliance with the IL Vehicle code.
- Must be 16+ to operate electric scooters.
