Housing and Community ProgramsSingle Family Home Repair Program
The Single Family Home Repair Program provides zero-interest deffered loans of up to $25,000 for income-eligible residents to address code, safety, and weatherization issues. The program is funded through CDBG and is administered by the North West Housing Partnership (NWHP). Public Infrastructure Improvements
CDBG Funds are used annually for street and infrastructure projects in low to moderate income neighborhoods. To learn more about the Street Revitalization Program, please visit the Active Construction Projects Hub.
Cook County HOME Consortium
Hoffman Estates has been a member of the Cook County HOME Consortium since October 2015. This program focuses on funding efforts for the development of low to moderate income housing, housing assistance and support, residential rehabilitation and downpayment assistance programs.

Annual Action Plan (AAP) 2026-2027 Draft is Currently Open for Public Comment
The 2026-2027 CDBG Annual Action Plan (AAP) draft is available for public comment from June 27-August 3, 2026. This document states the Village's intention to spend CDBG funds on specified projects from October 1, 2026-September 30, 2027 and there will also be a public hearing to receive public input on the Village's draft CDBG Annual Action Plan. Please direct all public comments to Hoffman Estates' Community Planner II, Michael Walker, at michael.walker@vohe.org or send written comments to the Village of Hoffman Estates, Planning Division, 1900 Hassell Road, Hoffman Estates, IL 60169, no later than August 3, 2026. The Village will consider any resident comments received in writing or orally at the public hearing, or during the public comment period, when preparing the final report for HUD submittal. A public hearing to discuss the draft plan will take place at Village Hall on July 22, 2026 at 11:00am.
The United States Department of Housing and Urban Development (HUD) allocates funding for the Village's CDBG program and ensures the Village abides by Federal regulations in the utilization of the funds. The 2026-2027 Plan will make the 2nd year of the Village's current 5-year CDBG Consolidated Plan. Program Performance
The 2024 CDBG CAPER was open for public comment until December 21, 2025. This public comment period included a public hearing, which was held on December 16th at 1pm at the Village Hall of Hoffman Estates at 1900 Hassell Road, Hoffman Estates, IL 60169. This meeting summarized how CDBG and CDBG-CV funds were used from October 2024 - September 2025. The 2025 CDBG CAPER will take place in December of 2026.

COVID-19 CARES Act (CDBG-CV)
The Village received additional HUD funding to address COVID-19 impacts. Remaining funds were reallocated for an HVAC project with Clearbrook. There are no longer funds available for any CDBG-CV uses.
