Investing in Infrastructure
Ensuring reliable water and sewer services for the future
With a commitment to maintain and improve critical infrastructure in the water and sewer systems, the Village conducted a study in 2024 to identify funding mechanisms for over $55 million in improvements for these systems included in the Village’s five-year Capital Improvement plan. In alignment with the study, the Village is funding the improvements through loans, fund balance transfers and gradual user rate increases.
Starting May 1, 2026, combined water and sewer rates in Hoffman Estates will increase by six percent, from $15.44/1,000 gallons to $16.37/1,000 gallons. Additional incremental increases to the water and sewer rates are also expected annually over the next three years, with a six percent increase forecast for 2027 and four percent increases each in 2028 and 2029.
The identified water and sewer system investments include:
- Water Main Replacements - $13.5 million
- Replacement/Rehabilitation of Water Towers and Pumping Stations - $9.5 million
- Backup Water Supplies - $6.3 million
- Sanitary Sewer Lift Station Replacement/Rehabilitation - $9.6 million
- Sanitary Sewer Pipe/Manhole Rehabilitation - $9.6 million
Because infrastructure needs evolve and financial assumptions can shift, the Village Board will reassess rate increases annually to ensure that any future adjustments align with actual project costs and community needs. The Water, Sewer, and Stormwater Rate Study (PDF) is available for review.
