Backflow Devices
Cross Connection Program (Backflow)
A cross connection control device prevents water from reversing flow from the customer’s premises to the public supply water main. All newly constructed residential homes and properties with underground sprinklers systems have been required to install a cross connection control device.
Common Residential Systems That Require a Backflow Device:
- Lawn Irrigation System
- Fire Sprinkler System
- Swimming Pool Direct Connection
Common Commercial Systems That Require a Backflow Device:
- Lawn Irrigation System
- Fire Sprinkler System
- Boiler Heat System
- Dental Equipment Connected to the Public Water Supply
- Medical Equipment Connected to the Public Water Supply
- Industrial or Process Equipment Connected to the Public Water Supply
- Cleaning or Sanitation Equipment Connected to the Public Water Supply
The Illinois Environmental Protection Agency (IEPA) requires all municipalities and private water companies to provide safe, potable water to its customers. In accordance with current IEPA regulations, all communities, including Hoffman Estates, are required to enforce the IEPA’s cross connection control regulations and requirements to prevent backflow contamination of the public water supply.
Cross connection control devices are required by the IEPA to be tested and certified annually. IEPA regulations require the testing and certification be completed by a State of Illinois licensed plumber, certified with the IEPA as a “Cross Connection Control Device Inspector” (CCCDI). The plumber’s name, license number and the state issued CCCDI number are required on the form before submitting to the Village.
The Village will notify customers when a device requires annual testing, or a survey/inspection is due in accordance with State law.

The Village of Hoffman Estates does not offer in-house device certification. The Village has secured a competitive price for residential CCCD recertification in the Village of Hoffman Estates with American Backflow & Fire Prevention. Their rate is $70 for a single device certification, or $100 for two devices at the same residence during a single appointment.
You are not required to have devices certified with American Backflow & Fire Prevention. You are free to select any Illinois licensed CCCDI to conduct the test and recertification of your choice. To schedule a backflow appointment with American Backflow & Fire Prevention, call (847) 540-9910.
