Shall appoint all officers and members of the Fire and Police Departments of the municipality except the Chief of Police, Deputy Chief of Police, Commander, Fire Chief, Deputy Fire Chief, and Battalion Chiefs. The sole authority to issue certificates of appointment to Firefighters or Patrol Officers shall be vested in the Board of Fire and Police Commissioners.
