The Planning and Zoning Commission is an advisory board comprised of 11 Village residents who review a variety of development and zoning related items and make a formal recommendation to the Village Board. Commission meetings are generally held at 7:00 p.m. on the first and third Wednesday of the month in the Village Board Room in Village Hall at 1900 Hassell Road.

Planning & Zoning Applications can be accessed by clicking here or on the links below, by topic. Please note that all proposals require submittal of a General Application in addition to the addendum(s) for the particular type of request.

Typical items reviewed by the Planning and Zoning Commission include:

  • Residential Subdivisions and Commercial Subdivisions. To subdivide or consolidate lots into a new subdivision requires approval of a new Plat of Subdivision. Residential and commercial developments would require additional approvals in addition to the Plat review.
  • Residential Site Plan Review and Non-Residential Site Plan Review. To develop a property with building(s) and other site improvements. The review of a development includes items such as site layout, landscaping, building design, engineering, lighting, traffic, parking, and other design considerations.
  • Site Plan Amendments. To modify an existing commercial property requires an amendment to the existing approved Site Plan.
  • Rezoning. To rezone a property from one zoning district to another.
  • Text Amendments. To modify the text of the Zoning Code or Subdivision Code.
  • Residential Zoning Variations. To construct or modify a residential structure or accessory structure exceeding the standards in the Village Zoning Code.
  • Non-Residential Zoning Variations. To construct or modify a commercial structure or accessory structure exceeding the standards in the Village Zoning Code. 
  • Sign Variations. To install a sign exceeding the standards in the Village Zoning Code.
  • Master Sign Plans. To provide a unified theme of signage for a property or properties.
  • Special Use Permits. To operate a business or land use that may require additional considerations by the Village Board.
  • Communication Antennas. Certain types of cellular / data antenna installations require zoning approval.

Planning Division staff will assist petitioners through the review process and serve as liaison to the Planning and Zoning Commission. Recommendations made by the Planning and Zoning Commission are forwarded to the Village Board of Trustees for a final decision.

Planning and Zoning Commission applications can be downloaded by clicking on the items listed above or can be accessed by visiting Document Central. Completed application materials are reviewed by staff to ensure that all required information and documentation is included in the submittal and that the supporting materials, especially visual representations of the project, are of sufficient detail to enable staff and the decision-makers to review and analyze the proposed project. If the application and/or supplemental materials are insufficient, the applicant will be required to make the necessary changes to the application.

For large scale or complex projects, a petitioner may also appear before the Planning, Building and Zoning (PB&Z) Committee of the Village Board to make a brief informal “Courtesy” presentation prior to fully developing their plans and going through the complete plan review process. The PB&Z review is intended to provide a general overview of the proposed project; expert witnesses, detailed plans, etc. are not required. The Committee may ask questions or make comments on the presentation, however, the presentation does not constitute an official review by the Village Board and formal Village Board action will occur only after Plan Commission review has occurred. Click here to download a Courtesy Review Application.
